The biennial meeting of the NCCPPA is scheduled to be held on Friday May 3, 2013 and Saturday May 4, 2013, at the Inn at the Quay, 900 Quayside Drive, New Westminster, B.C.,

Article V, section 1(a) of the NCCPPA bylaws requires that the President through the National Secretary, notify all member associations of the date, time and place of said convention. Notification must be sent out at least (90) days in advance of the scheduled convention. Please consider this the required notice of our upcoming convention. Also, in accordance with this section, please provide the name, address and postal code of each authorized delegate(s) at least (60) days in advance of the convention. As well, please forward delegates credentials and address to me at the address at the beginning of this letter no later than thirty (30) days prior to the convention.
Article V, section 4(b) of the NCCPPA bylaws require ”Only affiliated local Associations, in good standing, shall be permitted to submit resolutions to the National Council for discussion at the Biennial Convention. All resolutions shall be mailed to the National Secretary at least sixty (60) days prior to the opening day of the Biennial Convention. Copies of said resolutions shall be duplicated and forwarded to the Secretary of each affiliated Local Association at least thirty (30) days prior to the Biennial convention.
No resolution shall be accepted at the Convention unless they are of a definite emergency nature, and then they shall require the consent of seventy-five (75) Percent of the voting delegates in order to be accepted for discussion.
Please mail your resolutions to the Secretary of the National Council as soon as possible, preferably by March 1, 2013 so all resolutions can be translated and sent to each chapter in time for the
Details of accommodation and events at New Westminster B.C. are as follows as per the attached registration form:
Hotel - $ 119.00 per night plus taxes,
Banquet - $48.00 per person including HST and gratuity,
Bus tour - $ 22.00 per person.
Each delegate and officer is responsible for making their own arrangements. When contacting the hotel please state that you are with the National Council of Canadian Pacific Pensioners Associations. Credentials for delegates will be available at the NCCPPA Reception desk on Thursday May 2, 2013 and in front of the meeting room for the convention Friday morning.
Article VII, section 2 of the NCCPPA bylaws might apply to your association if you have less than 100 members. “ Any Affiliated Association having less than one hundred (100) members may qualify for assistance to send a delegate to the biennial Convention, up to a maximum of one hundred and fifty dollars (150.00) provided the funds are available. Request for assistance must be sent to the President of the National Council and approved by the Executive Committee and subject to the following conditions. The less than one hundred (100) members refer only to paid up membership. If you have any questions please call our President Lyle Berge at (403) 271-3604.

departs from the Inn at the Quay at 12:15 PM and departs from Granville Island at 4:30 PM.
Buffet Dinner: Cash bar 6:00 PM; dinner 6:30 PM

Transportation Options – Vancouver International Airport to New Westminster
Vancouver International Airport (YVR) is located on Sea Island in Richmond B.C., about 25 km (15.6 mi) west of New Westminster and the “Inn at the Quay”. The following are several transportation options available to get you to your hotel.
Taxis are a quick and easy way to get to and from YVR. Taxis are available 24-hours a day, seven days a week. Taxis charge a metered rate based on time and distance. The approximate fare to New
Westminster is between $50 – $55 (incl. taxes but not gratuity). No reservations are required for mini-vans or wheelchair accessible taxis. Let the curbside staff know your needs and they’ll get the right vehicle. Allow 30 min. travel time to get to the “Inn at the Quay”.
Aerocar supplies a curbside walk out service at YVR (exclusive to Aerocar Service) – Aerocar Service vehicles are located just outside of the arrivals level of both the Domestic and
International Terminal building. Once you have received your luggage, follow the signs to the ground transportation area located conveniently outside of the building, where you will see their vehicles waiting curbside. There is no reservation required for this service. Aerocar can be contacted at 1-888-821-0021. Rates start at $ 70.56 (incl. taxes but not gratuity). Allow 30 min. travel time to get to the “Inn at the Quay”.
For those who are adventuresome, Metro Vancouver offers a great rapid transit system, “Skytrain”, operated by “TransLink”. If you choose to use this mode of transport board the Canada Line Skytrain at YVR and travel to Waterfront Station in downtown Vancouver, a 25 min. trip. At Waterfront Station, transfer to the Expo Line Skytrain and travel to the New Westminster Station, a 29 min. trip. The New Westminster Station is directly across the street from the “Inn at the Quay”.
Skytrain frequency varies with the time of the day. An average wait time would be about 12 min. Fare for the YVR-Waterfront-New Westminster trip is $ 7.75 per person (age 65+) or $9.00 for those under age 65. A $5.00 Canada Line YVR AddFare (surcharge) is included in the fare. The surcharge does not apply to your return trip to the airport. Tickets are available at ticket vending machines. These machines accept coins (except pennies) and bills (up to $20). Debit and credit cards are accepted at most SkyTrain stations. The ticket machines are all touch screen. They will ask you
to select how many zones you are traveling through (select 2). Once you have paid, they will dispense a ticket.
Arriving by Train or Bus?
Trains and Greyhound buses arrive at the Pacific Central Station (1150 Station St.) in downtown Vancouver. To travel to New Westminster from there, transfer to a taxi, or board the SkyTrain at the
adjacent Main Street-Science World station.
